The Saskatchewan government says no decision has been made to implement mandatory training for truck-trailer drivers, despite a memo from its Crown insurance company that says a plan will be in place by next year. Jim Billington, the press secretary for Premier Scott Moe, says in a statement that Saskatchewan Government Insurance sent an internal bulletin to driver instructors on April 25 about the possibility of introducing standardized training for Class 1 drivers. Billington confirms that SGI and the government have been in consultation with the industry since last July, but a decision has not been made on standardized training, although talks continue on the curriculum and required hours. Last year’s weather may have seemed mild, but “in reality, it wasn’t at all benign,” according to MSA Research’s latest Quarterly Outlook Report. In a review of the P&C industry’s overall performance in 2017, the research firm said primary insurers suffered a “death by a thousand CATs.” The industry sustained $1.4 billion in CAT losses, but because most weather events were relatively small, primary insurers bore the brunt of the losses. In 2017, the industry had a combined ratio of 96.3, with reinsurers showing the best performance (75.7) due in large part to being insulated from the smaller CATs. Personal and multi-line writers “collectively saw their underwriting profit evaporate,” with net claims increasing over 2016 levels and acquisition costs and general expenses also going up. MSA noted that the industry overall demonstrated a “healthy top line growth of 3.9%” in direct premiums written last year. The report,  Technology Vision for Insurance 2018 , draws on the analysis of a technology advisory board, interviews with technology luminaries and industry experts, and a survey of more than 600 insurance executives. Among its key findings: Only 26 percent of insurers currently validate their data to some extent, while another 19 percent try to validate it but are unsure of the quality.
