Full recovery from California wildfires may take years

Image
It will take at least months and likely years to fully recover from devastating wildfires that ripped through Northern California earlier this month, destroying at least 8,900 structures and killing 42 people, Sonoma County officials said Saturday. “We don’t control these things, and it makes you realize how small you are in the world when something like this happens,” Sonoma County Sheriff Rob Giordano said. “I don’t think we understand the level at which it is going to impact lives, and the community will be different.” Related: “Makes it more extreme:” Prof says climate change added to historic fire season Giordano spoke before hundreds of people gathered at a college in Santa Rosa, one of the hardest-hit cities, for a memorial service to honour the lives lost in the deadliest series of wildfires in California history. The fires sparked Oct. 8 and eventually forced 100,000 people to evacuate. Before a bell rung 42 times to commemorate the dead, Giordano and other officials prais...

Strong winds, heavy rain as storm batters Quebec, tracks towards Atlantic Canada

Image
Nearly 200,000 Hydro-Quebec customers remained without electricity as of noon today after strong winds and heavy rain caused havoc with the province’s power grid. The utility says the intense depression coming from New England has hit several areas of the province, as winds of 90 kilometres per hour cause branches and trees to knock down power lines. Hydro-Quebec says some 300 linemen are working to fix problems in every part of the province – the hardest hit being the Monteregie south of Montreal, where more than 43,000 were without electricity. Related: Spring flooding cost Ontario and Quebec $223 million Power outages are also affecting more than 27,000 Hydro clients in two different areas -the Laurentians north of Montreal and the Saguenay-Lac-Saint-Jean a few hundred kilometres north of Quebec City. The same weather system is expected to reach parts of Atlantic Canada later today. Environment Canada says the low pressure system over New England will continue to strengthen as...

Ontario’s auto premium higher than Canadian average but falling: LowestRates.ca

Image
An auto insurance index published by LowestRates.ca finds that Ontario’s auto insurance rates are 44% higher than those in other provinces and territories but that number could be decreasing. The average annual premium in Ontario for the third quarter (Q3) of 2017 is $1,458 per year, which is 44% higher than the Canadian average of $930. However, the data finds that Ontario’s premiums are falling. The current rate is 5.8% lower than the average premium in the Q2 2017 and 11% lower from this time last year, according to the report, which is based on LowestRates.ca’s proprietary database of auto insurance premiums. Related: Live in Brampton or Vaughan? Your car insurance rates are tops in Ontario The company also analyzed auto premiums in Alberta and found that the annual average rate of $1,179 is 23.6% higher than the Canadian average. In Alberta’s case, its premiums seem to be climbing compared to previous quarters, with Albertans paying 1.7% more in Q3 2017 than Q2 2017 and 3.9% mo...

Ontario private member’s road safety bill would ban texting while crossing roads

Image
An Ontario provincial legislator says he will introduce a so-called “zombie bill” that would target distracted walking. Liberal Yvan Baker says the bill – called the Phones Down, Heads Up Act – would impose fines for anyone caught using their cellphone or any electronic device while crossing the street. Related: “Safe texting zone” bill gets second reading in Ontario Baker says if the private member’s bill becomes law, it would increase road safety by encouraging pedestrians to put down their electronic devices or risk fines ranging from $50 for a first offence to $125 for a third offence. The only exceptions would be when pedestrians are calling emergency services or when they’re continuing a phone call that started before crossing the roadway. Baker says municipalities across Ontario would have the ability to opt-out of the law. Rising pedestrian deaths have prompted other jurisdictions in the world to pass laws targeting distracted walking. Earlier this month, Honolulu, Hawai...

Mayor of Prince Albert, Sask., says province has mixed message on drunk driving

A Saskatchewan mayor is criticizing the provincial government for what he says are mixed signals about impaired driving. In this week’s throne speech, Premier Brad Wall urged municipalities to allow ride-hailing services such as Uber or Lyft to operate in their jurisdictions. Related: Saskatchewan opens the door to ride-hailing coverage He cited the province’s high rate of drunk-driving fatalities, and suggested that giving people another option to get home safely might cut back on impaired driving. Prince Albert Mayor Greg Dionne doesn’t buy that. He says people in Saskatchewan continue to drive drunk, not because of a lack of options, but because the province hasn’t imposed stiff enough penalties. Dionne says there are plenty of ways to get home safely – including taxis, public transit, free buses on holidays and getting a ride from a friend or family member. Adding another option wouldn’t influence repeat impaired drivers, but harsher penalties would, he suggested. “The gove...

I know the individual mandate permits a short gap in coverage of less than three months per year. What if I’m uninsured for the last two months of this year and first two months of next year?

Image
Q. I know that the individual mandate allows for a gap in coverage as long as it’s less than three months in duration. But what if I’m uninsured for the last two months of this year and also the first two months of next year? The Insider’s Guide to Obamacare’s Open Enrollment offers time-saving strategies for selecting coverage during open enrollment. (Click the image for a free download.) A. You would be assessed a penalty for being uninsured in the coming year, but not for the year that’s ending (more details in this document on page 53654 ). The end date of a period without health coverage is never later than December 31, even if you remain uninsured after that date. So for the year that’s ending, your uninsured period would be counted as two months (November and December) and would be exempt from the shared responsibility provision because it’s less than three months. But the start date for an uninsured period begins when you become uninsured, even if that date is prior...
